Context and needs: For decades, the literacy sub-sector has experienced problems relating to its quality, relevance and effectiveness, and has been neglected by the government. Despite the efforts of certain organisations, the illiteracy rate remains high among those aged 15 years and over, with the national figure standing at 67.4% (78.1% amongst women). Since 2006, the new government has begun working to develop and strengthen the country’s human capital. Several measures have been taken, including the adoption of the Ten-Year Education Sector Development Plan for 2006-2015, which aims to improve literacy, increase the education budget and bring national languages into the formal education system.

Overall objective of the current programme: To make adult literacy and education an educational and cultural vector that will enhance local human resources and contribute to the emancipation of the local population in a way that is fair and respects gender and social status in the department of Borgou.

Target group: The programme works at the micro (population groups), meso (public and private entities) and macro (the government and technical and financial partners) levels.

Characteristics: The Swiss support programme for adult literacy and education (SSPALE) is a new form of SDC support for literacy. It consists of establishing the programme’s geographical and strategic framework, testing two innovative teaching methods (the Pedagogy of Text and the New Method inspired by Tin Tua), introducing post-literacy education and strengthening literacy workers using a make-do strategy. The SDC is now leading the group of technical and financial partners (TFP) in education for a term of two years (2009-2011).

Resources: Phase 1 (from 1 August 2007 to 30 June 2010) for the SSPALE: CHF 4,700,000

Previous commitments: CHF 14,800,000.

Achievements so far: The SDC has been involved in this sector since 1981. Since the geographical orientation of the SDC’s programme in Benin was changed in 2003, more than 10,000 people have learned to read and write in the department of Borgou as a result of the SDC’s support. In terms of qualitative results and the effects on recipients, evaluations show that those who have learned to read and write gain knowledge that will help to improve their lives on a daily basis. After the basic education course, they are able to read documents, write and do simple calculations. The skills they develop enable them to better manage their income-generating activities. For women, in addition to providing knowledge, literacy boosts self-confidence, which enables them to claim their place in society and participate in decision-making. The NGOs Derana and Sia N’son are today considered by the ministry responsible for literacy and by others involved in this sub-sector to be experts in implementing educational and organisational reforms. Minutes of proceedings are systematically drawn up in French and the national languages by the Borgou communal authority.
